    What is the Rural And Northern Pilot Immigration Program?

    An economic pilot program called the RNIP is designed for foreign nationals who have received a recommendation from a participating community and a job offer within its borders, who satisfy the minimal requirements for education, work experience, language proficiency, and settlement funds, and who intend to live in the recommending community.

    Who can apply for it?

    The following pass or fail criteria are listed under Eligibility requirements in Guide 0118 - Rural and Northern Immigration Pilot and apply to foreign nationals who have the capacity to become economically established, intend to live in the community making the recommendation, and meet all of them:

    • community-recommended minimal educational standards
    • minimum standards for linguistic competence
    • minimum employment requirements (see Employment Requirements)
    • minimum job offers
    • the bare minimum settlement funds

    What is the eligibility for processing?

    Potential applicants must fulfill the following federal conditions as well as those set forth by the participating community where they intend to settle in order to be eligible for the RNIP. Federal standards include:

    • have a recommendation from a community that has been identified
    • possess a minimum of 1,560 hours (or one year) of continuous job experience over the last three years.

    • Q1. What are the educational qualifications to immigrate through the RNIP?

      Candidates should possess:

      • a high school diploma from Canada or its equivalent internationally
      • diplomas received outside of Canada must have their comparability verified by an Educational Credential Assessment (ECA) report from a recognized agency.
      • When applying, the ECA report must be no older than five years.
      • The following qualifications must be met in order for graduates of a post-secondary program in the community that is recommending them to be excluded from the work experience requirement:
      • a 2-year or longer post-secondary degree, diploma, certificate, trade, or apprenticeship achieved within the 18 months preceding the application for permanent residence while enrolled full-time for the whole 2-year period.
    • Q2. What are the community recommendations to immigrate through RNIP?

      Based on the following, the community will propose the candidate:

      • job offer, desire to settle in the targeted neighborhood, the economic requirements of the community
      • skills and employment history
      • relationships to the community
      A certified community economic development organization makes recommendations.

    • Q3. What are the language requirements to immigrate through RNIP?

      Based on the NOC TEER category that pertains to the candidate's job offer, the minimal language requirement is determined.

      The following criteria must be met in order to qualify for each NOC TEER category. Canadian Language Benchmark is abbreviated as "CLB".

      • Category 0 and 1 NOC TEER positions require a minimum CLB 6 in language proficiency.
      • Category 2 and 3 NOC TEER positions require a minimum CLB 5 language score.
      • Category 4 and 5 NOC TEER positions require a minimum CLB 4 language score.
